With the start of world War I and despite Iran's declaration of neutrality by Ahmad Shah Qajar, Iran became involved in the War and some Iranian cities were occupied by Russia, the Great Britain and the Ottoman Empire. Among the occupied territories, Azerbaijan and the city of Urmia and its environs deeply plunged into crisis due to ethnic variety, religious diversity, and differences in the way of life. The present article aimed to review and analyze the performance of the Iranian government in controlling the Urmia crisis. By studying the causes of the crisis in Urmia, this analytical descriptive research thus tried to answer the question that what the Qajar government did to control the crisis in Urmia and what the result of those measures was. The findings of the research show that the Qajar government made an effort to control the crisis through firstly negotiations with the occupying powers to withdraw their forces from Azerbaijan, secondly dispatching the crown prince to Tabriz, and thirdly changing the governors of Urmia. Nevertheless, due to the extreme weakness of the central government, an increasing financial crisis, and the lack of reliable military forces, it could not achieve much in managing the crisis.

Management as one of the pillars of the human system, on the one hand, is old in terms of subject and civilization, and the other hand, is raised in religions. the Age of Apocalypse, and Appearance is one of unknown dimensions in the management value system. government and the government promised in the Apocalypse and its components, especially the Shia school of Islamic system is considered important. In this paper, it is attempted to argue for the emergence of new management model and derive a conceptual model of Hazrat Imam Mahdi management citing verses and hadiths. Also, this articles offers an initial discussion on monitoring of changes and developments rooted in the world today and the future, which includes the issue of reform, justice, economic programs, education, judgment, cooperation, and the important topic of changes in the government that have been promised by religious scholars. This article covers the main Executive management, behavioral, legal, economic and social components and provides a new outlook to government based on hadith and tradition and interpretations, based on which patterns for presence of the Imam can be realized.

The administration of government and government over society requires the determination of scientific principles and extensive design so that in the light of these policies, human beings can live together in peace and tranquility. GTherefore, in this study, the scientific elements of contemporary government documents in Nahj al-Balaghah were analyzed, analyzed the content of Nahj al-Balaghah regarding government science. After obtaining 44 open codes, the codes were categorized into 3 axes: God (19 cases), Islamic rulers (13 cases) and Muslim citizen (15 cases). Then, by analyzing the references related to government science in the category of Islamic rulers, statements related to the category of government science (citizenship rights, development, bureaucracy, human resource management, social ethics) were extracted. Comparison of the obtained data showed that in scientific propositions, Nahj al-Balaghah has a direct reference to the cases that have been considered as a policy in scientific documents such as Aspa. In addition, there is a difference between the existing scientific government documents. Nahj al-Balaghah was a government document in the statement of God's role in the government, which showed the owner's attention to the turning point and the center of gravity of the government's success in society, namely God-centered.
